How's this for a cavalier attitude by a Tory District Councillor?

When asked by a member of the public why the government are saying that Council Tax bills have been frozen and yet in rural areas they have increased dramatically due to the fact that Parish Councils have increased their Precepts as they haven't been capped. His reply was, it only equates to a pint of beer each week from every member of the community. This is from an ex Police Officer on a nice fat pension and who is also claiming thousands of pounds each year from the public purse in allowances and expenses. Are these people real?. Have they no idea how people are struggling to make ends meet?.
